HMS 0700-8000-0001-0003 means the AMS heater has a short circuit, possibly caused by a wiring short or heater damage. Those two causes have very different costs, so the first job is working out which one you have.
A drying AMS runs a heater inside a sealed box full of moving filament. Wiring chafe in there is not unusual.

Where to buy
Have the right heat for the repair
A hot air rework station lets you reflow a connector or shrink properly sized tubing without putting an iron against a crowded board. On a small heater loom that is the difference between a repair and a second fault.
Protect the wire from its own environment
Aluminium-backed fibreglass sleeving over the heater leads stops the chafe that causes most of these. It is what the loom should have had, and it costs less than a spool of filament.
Join it with something that tolerates the heat
Ceramic wire connectors are rated far beyond the plastic nuts in a drawer, and they are the correct part next to a heating element. A melted connector is how a wiring short becomes a heater fault.
Then decide which cause you have
Unplug the heater and measure it on its own. A sensible resistance means the element survived and the loom is the fault; a dead short across the element means the heater itself.
How HMS 0700-8000-0001-0003 differs from overheating
A heater that works but runs too hot is HMS 0700-8000-0001-0004. A short is an electrical fault; abnormal heating is a control problem.
When the sensor is involved instead
A failed heater sensor reports HMS 0700-9400-0001-0001. What the drying system is for is covered in filament dryers and drying filament.
HMS 0700-8000-0001-0003 FAQ
Can I keep using the AMS?
For feeding, often. For drying, no, and you should not try.
Is this a fire risk?
A short next to a heater deserves that respect. Unplug it.
Can I replace just the wiring?
If the element measures healthy, yes. Measure first.
What should the element read?
Tens of ohms, not zero. Zero is the short in the message.
Board-level faults have their own tells. HMS 0700-3000-0001-0001 means the RFID board between slots 1 and 2 has an error, and because one board serves two slots, the pattern confirms it.
